My seven cents is that I don't think it's illegal because there is records of the deleted tweets...so they aren't really gone, gone.

I am pretty sure that the WH or others maintain a permanent record of everything even if it is removed from the platform. It's not like he deleted 33,000 e-mails that no one had access too or anything.
