Heck if I know. I just asked Tgo why the idea was so insane.
I've heard it might start with a committee who would then hammer out the details. I'd imagine it would involve records that survived the Civil War. Proof of ancestry. Maybe starting a national database on slave ancestry. Just as a starting point. Details would need to be worked out by the committee.

I'm .3% Nigerian, which is where a lot of slaves were taken. I more likely than not have an African slave ancestor. Can I have reparations too?

And just to be clear, I'm in favor of reparations. In the military my life was worth 400k, so let's start there. A person that was a slave gets that. Since none of those are still alive, you take off 25%, leaving 300k for the next generation to split amongst themselves. If no one from that generation is left, it loses another 25% and goes to grandchildren to split. Finally, if no one from that generation is left, it goes to great grandchildren, who split 100k. Great great grandchildren get nothing.

What about the Chinese who were slaves in the US? Is their voting bloc not large enough?
What about the Irish who were in some ways treated much worse than slaves? Not enough melanin for the reparations?
What about Native Americans? Is allowing the construction of casinos on their lands reparations enough?
Where does this madness end? Where? Where I ask you?!
