Timeframe for bards to identify an item

Does anyone know how long, after an item is lost, that a bard can identify the owner? My understanding is that there is a time limit (if I'm wrong, please let me know).

It's like a year unless it's been farted on, in which case it's like 10 seconds so don't fart on it if you haven't already.
