Your certificate is of the Ebon Gate Ghost Custom Flare Messaging variety and has custom as the Custom Flare Message. Using it will give a weapon or armor, that already has a Bless, Consecration, or E-Bladed flares on it, the customized messaging.
A ghost-shaped colorful certificate can not be altered in any way.
To use the certificate, you will need to RAISE your colorful certificate while holding your weapon, armor, or runestaff in the other hand.

So do these flares messaging only last the life of the bless?

My understanding is that whenever your weapon is blessed, the flares will have the ghost description. The same is true for ebladed/consecrate flares.

Correct. If the bless runs out and you decide to eblade your weapon with lightning then it’ll do the lightning ghost flare likewise for fire cold etc. or you can consecrate then bless for the plasma version of the ghost flares. (source: I’ve used one).
