I thought there was no cap in GS3.
There was a soft cap of 160. GS4 made a hardcap of 100.

They said if someone reached level 300 it would have caused some catastrophic divide by 0 shit to happen and basically wreck everything. By the time Angellisa was around level 280 or so is when they implemented the 160 soft cap. Up until then there was no level cap, and anyone who wanted to advance past level 138 (or 148, I forgot if vaespilons were 128 or 138 back then but plane 5 was end game) had to pick up at least 30 ranks of lockpicking since anything under that would give minimum exp from picking.
GS3 end game: Picking boxes and throwing garbage in garbage cans, literally.
Fame was different. They chopped a 0 off of everyone's fame and critters' fame values because of some other bug that I never really understood, but when Tarakan hit a certain fame level, I wanna say 3 billion and some change, the fame list started bugging out if I remember right. I don't know what the end result was supposed to be if they left it alone, but supposedly really bad.
Add a 0 onto your current fame and that's your GS3 fame.

No. Fame comes faster now than it did. They did cut it down, but you get it faster now then you once did.

Back then a level 100 creature was worth 10k fame.
Today a level 100 creature is worth 1000 fame.

I've noticed myself having waaaay more fame way earlier than I did in GS3.
Use Hearthstone Manor as an example. You need 200k fame or level 20 to get in. 200k fame used to be around level 20 or even after. Now you'll have well over 1m fame at level 20.
