It sounds like you didn't extract the full zip file, like horibu said. If you double-click on the zip file, you'll see its contents. Then if you double-click on lich.rbw, it will start Lich, but Lich will be running in a temporary folder all by itself. That means the scripts folder will be empty and it will act as you are describing. Windows almost hides the fact that the zip file is actually a zip file and tries to trick you into thinking it's a folder. So even if you have extracted the whole zip file, you may be starting Lich using the zip file instead of the extracted files.
