I asked about leadership throughout Detroit's history not just the past 50 years. You can see in your links what leadership was like going back to the 20s. Both parties are to blame for a problem that has existed before and been reinforced since WWII.

Yes, there was one corrupt democratic mayor. But Detroit has faced some major external issues such as population decline and losing a great deal of jobs since WWII. The good news is things have gotten better. Crime has gone down, poverty has gone down, middle class earnings on average are up. They are making progress with infrastructure.
