There is literally nothing to stop another company from starting a business similar to Starlink. The fact that another company hasn't yet shows Starlink is either really good at what they do and no one else can replicate it, or no other company is willing to take on the financial risk of starting such a business.
You throw around the word "monopoly" as if the government or Starlink are trying to stifle competition. That isn't even remotely true.
