This is the spell list for rune tattoos and X/day magical items. I may have made an error in this list somewhere, but nothing is missing.
Anything up to 18th except, 215, 218, 318, 517, 614, 714, 918, 1109, 1116, 1117, 1206, 1212, 1213, 1216, 1612, 1702, 1703

The magic items are 5x/day.
The rune tattoos are either 5x, 4x, or 3x a day, depending on some factors.
The enhancives (which aren't really part of this list) are also 5x/day. They are +10 to a stat and last 30 minutes a use.

You know, overall, this is sorta weak compared to the last rounds of this festival. They allowed more. And had of course weighting and stuff available outside of wps system.
the spell knowledge enhancive list is super weak.
