The whole point of the DSM is to provide a diagnosis so that the treatment for the disorder can be defined. It's not about labeling but correctly identifying the issue as the wrong treatment could make things worse or unhelpful.

A person can exhibit the characteristics of a disorder but not require treatment because the "disorder" is not significantly impacting their life.

It’s only a disorder if it significantly impacts the persons life. There are lots of people out there who exhibit all sorts of DSM related issues but function just fine in their lives.
