It's +5 TD always, then when Banshee flares, which is random, it adds another 10 to 50 TD on top. Each such flare lasts for 10 seconds, and they can go back to back if there are enough creatures around that cast on you. It's random but for some reason I see +50 added disproportionately often. I wanted to run a statistical analysis to see what the underlying math it, but got too lazy and never got around to it.

So to answer the question TD it provides ranges from +5 TD when no flares get triggered, to +55 TD when the banshee flare maxes out.

Theoretically it could be improved (via TD services) to +100 TD max during Banshee, if you max out the base TD from 5 to 50.

If one were to combine this with a Banshee shield, hilarity would probably ensue, but I never had one to try.

Well if you count the CvA from T5 ensorcellement then yeah it'd be +15 TD base, effectively, and +65 TD max with maxed out flare.

Pulled. Apparently this always flares +50 TD (wtf?, I thought it was 10-50) and now it's also been smithed to VHCP. So I'm keeping it.

That makes sense about the banshee flares. I think the wiki says 10-50 because the GMs built some that flare for 10 and some that flare for 50. So if you have a 50 then it always flares for 50, and if you have a 10 then it always flares for 10. I don’t have one but that’s my understanding.
