Yes, you could not use it until April (or whenever the next DR is).

I would suggest that purchasing now is a good investment, as prices will almost certainly be higher when DR approaches. In addition, you get the most bang for your buck in the high end shop on the first day it opens, as there has historically been a short grace period immediately after opening during which prices do not scale.
