MHOs have to spend silver for nearly everything they want, as opposed to CHEs being able to spend Influence Points. At max endowment, if a newly established Tier 3 MHO spent a ton on their structure to get it all the bells and whistles, it'd leave them pretty much cleaned out. This update gives them a bit more breathing room.
