I mean only the regular flares such as fire, lightning, etc. Not special flares like poleaxe, rotflares, etc.

I would like flares to be more predictable and hit everytime but lower the top end damage say 5-25 damage every hit.

Flares can crit and have other effects though.

If flares hit every time they'd have to be dramatically reduced in effectiveness, even moreso than 5-25 hp. Like, 5-10 hp at max, no crits. I'm not sure that's worth it.

Only thing that bugs me about flares are their random locations. Poke someone in foot with a fire flaring dagger, their eyes catch on fire and explode.

There are weapons out there that already flare on every hit, feras weapons and loaded wand bows for example.
