For what it's worth the +5 service at Duskruin cost 25k BS to start and ended at ~50k BS when it was all said and done. Pretty sure the certs sold at DR had similar restrictions.
Certs had no restriction on weighting at dr
The +5 service capped at 8x with no restrictions opened at 50k bs, most recently, and closed higher unless im confused
