    Pardons don't cover state crimes and since a pardon forces the person to assume guilt any state crime filed against them would be incredibly difficult to fight.

    No he can't. Mueller was appointed under the Justice Department, so he lacks the power. If Mueller had been a special counsel under Congress, that is a different story, but he isn't.

    And even if he was indicted nothing would skip Congress, because the next step would be... Congress.
