    According to a study conducted in late April by the U.S. Department of Education and the National Institute of Literacy, 32 million adults in the U.S. can’t read.     Republicans are focused on tax reform. Everybody loves cutting taxes. It's an easy win, they just need to iron out the details.

    Then:
    President Trump punts DACA to Congress.
    President Trump punts Iran to Congress.
    President Trump punts Obamacare to Congress.

    And:
    President Trump declares that he's going to look at welfare reform.
