    No, it was a resignation. He could have refused and then been fired. I'm sorry you don't understand how employment works.

    It basically comes down to him not being fired for any perceived efficiency or misconduct, which if he had refused to resign they'd have made the case for. In the end it is easier for both sides for him to resign, and he accepted that. If you look at the majority of US AGs we've had, since ever, most are there for about two years.
