New Skill Planner Tool

Pretty sparse and simple right now but you can prioritize skills based on your stats, save and restore plans.
Stuff that I'd like to add:
-Proper restrictions for stats (you can only put so many above 70!) at least as a visual indicator
-Being able to tier skill thresholds (for Armor Use, for example) multiple times
-Being able to prioritize skills multiple times (e.g. 1x PF until you have extra points available to push it to 2x)
-Stat crunching other than available TPs (how much AS do I have at this level?)
-Damage charts (given a certain level, weapon, spellups, and creature, what will the results of a certain attack roll be?)
-Spell/Lore charts (so you have 60 ranks in spell research, but WHICH spells do you want first?)
-Performance (plenty of optimizations left in the calculations)
This is the first public release so if you notice any oddities or bugs please report them here so I can try to fix them!
(Skills that aren't fully affordable jumping up and down as you level is known, so don't report that!)
