This whole fucking idea is a mess, they only did this to increase the upper limit on gear since people are getting toward massive crit weighting high enchant already.
It does seem like it would bring the value of Undead Bane down slightly considering the primary motivation people have for getting UB is to make their 1 favorite weighted weapon capable of striking any enemy. That isn't a bad thing though. UB will still be more valuable than any other bane considering it will effect a much larger category of targets than any other bane, but it won't be 3-4x more valuable (which was always a little ridiculous).
Like Wyrom said, can and will are different things. This feels more like they are just streamlining item properties / creation, which in turn makes it easier to design / work with items. They've already started this with the whole "subscript" (rot flares, etc.) concept so things were more modular there. So changing a few, large unruly mostly free entry "slots", to slightly more slots but more discreet BOOL / INT fields, just makes things less shitty on the backend I would think.
Maybe changing padding/weighting to it's own spot is going to allow 925 to work on those types of items?
