So, if I understand this correctly: You need extensive time to process shit, but then you understand it? That's not a disability, that's called being thick. Memorizing by repeating and rote learning methods isn't actual learning unless you can apply it - but part of the application also has to do with how quickly you apply it.
Can we stop labeling every fucking thing a disability? If you have trouble processing things - tape record it, and learn it on your own time, and that doesn't disrupt your class by you being the only one with a laptop. THEO HUXTABLE HAD DYSLEXIA TOO AND ALL HE DID WAS WORK HARDER GODDAMN IT.
As for breaking confidentiality: as soon as you receive public benefits to even the playing field, it's no longer a private condition (personal opinion, not legal). I worked as a social worker for people with HIV/AIDS and part of my work was coordinating medicare/medicaid, and I never breached confidentiality without their written consent (that included with doctors). But then again, I never walked into a doctor's office and demanded that my client be given preferential treatment.
