So you're confused that an underground tank fee, which is used to remediate leaking, defunct storage tanks to protect groundwater supplies is somehow applicable to solving the issues of homelessness, drug addiction, etc. Again, if you honestly think there's a correlation and changing the fee can solve those issues too, I'm all ears.
