Imagine making someone that runs a business liable for an adult's personal choices and financial decisions.
Another lever to instill fear, intimidation, and control over private entities.
Tell me again, how it's the college's responsibility to pay the loans that an individual took out themselves?

I actually think this is the way to do it.
Right now it works like this:
Student wants to go to college but can't afford college.
Student takes out loan from federal government.
College is paid in full from the federal government and the student makes payments to federal government.
Since college now has a guaranteed stream of money coming in from the federal government they can keep raising their fees knowing the federal government will cover all fees, making them even more guaranteed money and forcing students to take out bigger loans.
How it sounds like it's going to work according to the article:
Student takes out loan from federal government.
College is paid in full from the federal government and the student makes payments to federal government.
If student doesn't repay the loan then the college has to pay back the loan to the federal government and can go after the student to recoup their costs.
College is now going to start rethinking their fees and who they accept knowing they might be on the hook for any unpaid loans.
The only thing better would be if the government got out of the student loan business altogether.
I'm honestly surprised Biden is going this route, giving colleges unlimited federal money in exchange for brainwashing students to be far leftist drones was a good deal for both Democrats and colleges for many decades. But the article says they are going to do this on a "case by case" basis, so they'll probably only go after colleges that don't toe the Democrat party line sufficiently enough.
In your synopsis though... you still state... "Student takes out loan from Federal Government".
It is the individuals choice to go to a Private College, and pay that amount of money.
The Private College (Company) should be able to charge whatever they want... they are not forcing anyone to attend.
The Private College is not the one taking out the loan.
The School should not be held liable for a loan that one of it's students took out consciously.
And your last paragraph is the real reason. No other reason for it... other than control, intimidation, subjugation of private entities.
The problem is the federal government is acting as a third party and guaranteeing the loan to the college, so the college is taking on literally zero risk. I'm not sure if any other company has such a sweet deal going on for them, but if they exist it can't be as large as the racket that colleges have going on.
Like I said I think the best thing would be for the federal government to get out of the college loan scene altogether and let the market dictate how much a college degree is worth, but this alternative is better than what we currently have going on.
I also think colleges should be held accountable for the blatant lies they tell students in order to get them to take out loans to attend their schools. They'll throw out bogus numbers like "95% of our college graduates with this degree find a job that uses their degree within 3 years after graduation!" then these suckers who were probably 18 or 19 at the time they were lied to are still paying off their student loans 8 years after they graduated while they are working at Starbucks.

I don't disagree with you on many of your points... but again... the fact is... the college is not the one taking the loan out. The individual is. Therefore it is the individuals debt to repay.
If this is implemented, eventually Students will just figure out - take out the loan, get the degree, never repay it... like ever... because why would they? The school will just have to pay for it.
Want to set up the collapse of a whole system? This is one way to do it.
It is not the Private Organizations problem when they provide a service - inform customers of the price of said service - of where they customer gets the funds to pay for it.
That is on the individual.
All this is, is the Government acting like drug dealers... selling drugs to young people... then when the young people can't pay, are in their debt, and are now under the drug dealers control... then the drug dealers go to the parents and force the parents to pay for all the debts.
It's a straight up mafia/drug dealing system they're trying to implement.
