Did nothing in regards to what exactly? They were heavily sanctioned with the Magnitsky Act and again after Ukraine/Crimea.

If I recall didn't Russia pretty much laugh off the sanctions because it targeted a few individual people? That was one round of sanctions that I recall anyway, don't remember what it was in response to.

The best way to deal with Russia is to fuck with their money. Putin has been trying to claw back the Magnitsky Act sanctions since they were put in place and keep it from spreading to other countries.
