Treating everyone like a criminal before they commit a crime is called guilty until proven innocent and it not how this country works. It IS how totalitarian countries work so of course you love the idea. More people are killed with cars, cigarettes, medical malpractice and with fists/feet/clubs/blunt objects every year than any kind of rifle but that is the moronic thing you want to ban. And then there is the FACT that around 80% of all shootings that are not suicide are gang related according to the CDC. So, if you really want to save lives, there are better dogs in the race but we really know that isn't what you want at all, you want to control people and this is one tool you think you can use. I see you haven't answered anything about how you think this will take effect and how you will deal with the armed populous telling you no.
