Since you have now asked what the President's intent was, I will be happy to answer that as well. (See? You ask a question, you get an answer to that question.) The President's intent was to obstruct justice. He did not and could not know that Robert Mueller specifically would head the investigation, he did not and could not know what specific wrongdoing had occurred (if any), and he did not and could not know whether any investigation would even take place. He nevertheless intended and acted to obstruct justice.
This is the part where you don't like the answer and cry.
