This is correct.

National polls have Biden and Trump tied. Because the electoral college favors rural states that tend to vote Republican, Biden would need a substantial lead in national polls to get a victory in the electoral college. Trump can win the electoral college if he trails in the popular vote. You can see it in the numbers below. I'm surprised Trump wanted a debate.

Popular Vote - Clinton 48.2%, Trump 46.1%
Electoral Vote - Clinton 232, Trump 306 based on pledged electors

2020 Election
Popular Vote - Biden 51.3%, Trump 46.8%

The dumbest thing you can use to figure out the outcome of a Presidential election is to use a popular vote for the entire country.
