The actual written order hasn't come out yet. If Trump only directs the DoD to enforce the ban, then it still doesn't effect the Coast Guard. If, however, he directs the ban at the "Uniformed Services" then it includes the DoD, Coast Guard, NOAA, and HHS.

my military friend says that if the trans-gender does the surgery while they are working that it could take a long time, be super expensive and lead to them not doing the same work. we both agree people's gender/sexuality is a non-issue, Americans are Americans but she feels it is impractical. that they dont pay up for the f'ing G I bill is bad enough, we dont need more loss.

The President isn't talking about people getting the surgery though, this can't be stressed enough. He's talking about anyone who's transgender, without qualification.
