Skimming off the top suggests someone was literally pocketing the money and not reporting it. Him overbidding is not skimming. People overbid on projects all of the time and get hired, it doesn’t suggest fraud.

They are supposed to get three bids anyways. There has to be a very compelling reason to take the highest bid.
