NATO does have a budget and yes the US is the single largest contributor of said budget and it's in the hundreds of millions.

So let's take for instance Russia invaded Germany. Would we only use the amount of force = to what we budget to NATO or would we use all of our might defending Germany?

This is why NATO"s own pie chart says 600 billion, it's not my pie chart.

If EU countries want to do business with the enemy then they don't need us to defend them.

We'd not use all our might to defend Germany. We'll still maintain readiness to defend the USA, the Pacific and our other global interests.
