It's really quite simple. They were offered credible intelligence, support from the guard and ignored and refused it. They had less security on hand than is at the typical peaceful march on days like MLK day and so on. Trump didn't order it because they were already excoriating him over anything and everything. Washington DC deals with far larger angry mobs all the time and they've always been prepared and taken precautions.

Weird that just this one, they weren't... as if they wanted it to happen.
