15 months to get a picture? Did they send them via carrier pigeon?

You'd have to ask the Trump administration. It wasn't taken until October 31st, 2017. I'm not sure how common that is. Could actually be the norm. Never been something anyone has ever put an iota of thought in, until Trump brought it up.

Given how upset the 2016 election made some unstable people (like yourself), it wouldn't be out of the realm of possibilities that an Ambassador was so distraught over it that he refused to hang the picture up in a timely manner.
