So Russia fires a missile, and you guys are bending over backwards to say it wasn't Russia. They fired the missile, regardless of where it landed.
Here is a logic test for you:
If the United States test fired a missile into the ocean, and it went off course and hit two Canadians or two Mexicans, who's fault would it be?

So using your example, if America fired two missiles into the ocean and Mexico responded to shoot down those missiles, but those missiles misfired and killed 2 Mexican citizens, is it still America’s fault?
Your example is shit because we aren't at war with Mexico. If we were, and they responded and accidentally killed two of their own citizens, it's still our fault for causing them to react by sending up a missile of their own. If we were not at war why would they shoot a missile at our test missile into the ocean? Again the logic is crystal clear.
