Don't assume that a national abortion ban would be in its own separate bill. More likely is that a very narrow House majority would force the Speaker to put it in a must-pass bill to keep the government open and the military funded. It could pass. Trump knows that, which is why he refused to say whether or not he would sign it and why he disavowed contrary assurances by Vance.
He did not answer because wanted to avoid pissing off the ultra conservative base of the Republican Party with speaking the truth, which is no he would not. Your theory has as much of a chance of occurring as Trump replacing Vance as the VP before the election…0.
Can Kamala or Democrats answer at what point should recreational abortion not be allowed? 8 months? 9 months? At birth? She doesn’t want to answer that one either because she is stuck between the majority and ultra liberals.

The word explicitly… by definition: stated clearly and in detail, leaving no room for confusion or doubt.
Shows otherwise, that Vance indeed heard it from Trump himself, and there is absolutely no confusion or doubt about what Trump would do.
I personally think you are right and Vance doesn’t misspeak, I think Trump threw his ass under a bus to to avoid taking responsibility for what he said to Vance and others about an abortion ban. Even Vance seemed to be confused about it, when he was asked about it afterwards, and quickly changed topics.

I know what happened. Vance was asked if Trump would veto a national abortion ban. Vance tried to dodge the question by saying that Trump was not in favor of a national abortion ban. Trump had said so explicitly. But the interviewer pressed. Van then said if a President is not in favor of something then, logically, the President would veto it. That was not clear enough, so the interviewer pressed again. Finally, Vance, probably putting together his prior statements, said Trump would veto it and Trump had said so explicitly. The interviewer than said she did not believe Trump had ever said so explicitly in public and asked Vance if Trump had said so to Vance in private. Vance then pivoted to a slightly different issue and never answered the last question about whether or not Trump has said in private to Vance that Trump would veto an abortion ban. Vance also never retracted his statement that Trump had explicitly said Trump would veto an abortion ban.
