A law is a law passed by a legislature, yes. A mandate is an more narrow order passed by the executive branch within scope of a previously passed law created by the legislature. You were falsely claiming speeding limits, insurance requirements, licensing requirements, andd etc were mandates. They are not. They are laws and statutes passed by various legislatures.

I didn't try to "split hairs". A mandate derives it's authority from an already passed statute or law. All those things you listed are laws and statutes, not mandates. And no, vaccination mandates are retarded. I think people should get vaccinated but I don't feel the Government should require it. See the difference? Idiot.

They're signed into law by the executive and enforced by the executive as a co-equal branch of government. You seem to think that unless legislation is drafted on a specific issue that the executive doesn't have the authority to enforce mandates. Which is wrong
