20 years ago I was in Germany riding their trains. One train arrived 2 minutes late. The conductor was really pissed about it and herded everyone at the station onto the train as fast as possible trying to get back on schedule.

It's not a prohibition. What we have is a complaint by another private citizen (or group thereof) and an advisement by an authority.
