China is the biggest threat. Russia is a defeated country, with their only real power on a regional scale. Not that they can't grow to be a threat one day.

Taking a neutral opinion would suggest that Russia hasn't been the aggressor.

IT is though, because the USSR wasn't Russia, it was several different Socialist Republics, that is why the USSR split into a bunch of different countries like that. Russia was always seen as the lead nation, which is why we always just called it all Russia.
