An underage kid generally can't or won't be charged for statutory rape. Some states have laws that make exceptions for 17 year old vs anyone 13 or under. If it was forced against will, that is a different story. But Beavis and Butthead are supposed to be 15 according to mike judge.

That being said, an underaged kid could be charged with child pornography, even if he/she was sending out pictures of themselves.
