Unknown spell on scroll

I found a scroll with a spell I can't read, and I can read up to 20th level spells. For several years I have had only one other such occurrence and I think the spell turned out to be Whathisnames Gift, so I assume that's the spell on this scroll. Having said that, has anyone seen any other spells above 20th level on scrolls in the past couple years or so? If yes, what did you find?

It has happened that unimplemented spells have shown up on scrolls as being unable to be read.

I had an old scroll with a spell that had been deactivated that showed up unreadable. I don't remember what spell it was though, they ended up letting me replace it with another spell.

How are you not able to read this as a wizard? Assuming it has 1750, which there's a 100% chance that this is the case.
