Today, France has one of the largest Muslim minorities in Europe. French Muslims are also predominantly a social underclass, a legacy of France's colonial past and indifference to its aftermath. For example, although just 7 to 8 percent of France's population is Muslim, as much as 70 percent of the prison population is Muslim, a situation that has left a very large number of young French Muslims vulnerable to absorbing radical ideas in prison and out. Within this social landscape, ISIS finds success. France has contributed more foreign fighters to ISIS than any other Western country.

French counterterrorism surveillance data (FSPRT) has identified 11,400 radical Islamists, 25 percent of whom are women and 16 percent minors among the minors, females are in a majority. Legal proceedings are now underway against 646 people suspected of involvement in terrorist activity. French Prime Minister Manuel Valls conceded after Friday's attacks that even keeping full track of those suspected of being prone to violent acts is practically impossible: around-the-clock surveillance of a single individual requires ten to twenty security agents, of which there are only 6,500 for all of France.



Because many foreign volunteers are marginal in their host countries, a pervasive belief among Western governments and NGOs is that offering would-be enlistees jobs or spouses or access to education could reduce violence and counter the Caliphate's pull. But a still unpublished report by the World Bank shows no reliable relationship between increasing employment and reducing violence, suggesting that people with such opportunities are just as likely to be susceptible to jihadism. When I asked one World Bank representative why this was not published, he responded, "Our clients [that is, governments] wouldn't like it because they've got too much invested in the idea."

As research has shown with those who joined al-Qaeda, prior marriage does not seem to be a deterrent to those now volunteering for ISIS; and among the senior ranks of such groups, there are many who have had access to considerable education especially in scientific fields such as engineering and medicine that require great discipline and a willingness to delay gratification. If people are ready to sacrifice their lives, then it is not likely that offers of greater material advantages will stop them. (In fact, our research shows that material incentives, or disincentives, often backfire and increase commitment by devoted actors).

In Egypt, government policies increased university attendance but graduates couldn't find jobs to go with the degrees. So you ended up with a lot of lawyers and engineers who spent their days copying papers for extremely low wages, washing dishes, or sitting around in cafes watching the news and getting angry. Activist Islam provided an alternate path to prestige based on piety and religious knowledge. This also appealed to women who could gain greater autonomy for themselves by becoming so pious that they were above reproach and could instruct others, even their parents, and travel around by themselves.

Some of these same forces are at work with ISIS recruitment as the article indicates. I disagree with the idea that offering jobs to potential recruits is ineffective. I suspect it is ineffective by itself. Governments do a bad job of countering extremist religious indoctrination and need better guidance from mainstream Islam in developing an alternative message that will appeal to potential ISIS recruits. I understand they try to persuade would-be recruits by saying that "beheading is bad" as if that is the sort of revelation that will change the mind of a person who is already 70% of the way toward joining ISIS, a person who may have a laptop full of images from the last time we accidentally launched a drone strike on children at a wedding. An alternative message would argue (rightly, I think) that the methods and theology of ISIS go against centuries of Islamic tradition and the teachings of the Prophet.

There are enormously complex forces at play here in a variety of regional contexts. There are no easy answers to the problem.

I had high hopes for it but prior Ouija-based combat systems failed to produce a result. I think like one guy stepped on that little triangle thing and hurt his foot but that's it.

I just sat here for a couple minutes and pondered why the fuck I respond to these political posts; I think it's because someone is guaranteed to ask me about these same issues when I'm drunk and I like to do a practice run first.

See... we should be smart, and kill two birds with one stone (or a few).

Nuke the middle east.

Not only will we "defeat ISIS" but we will stop global warming by creating a nuclear winter. Also.. since according to SOME on the left, Climate Change is what is causing ISIS... it's a double win. Even if the nukes don't get them all, the rest will now be happy since the world won't be warming and live peaceful lives.

Win Win.

See.. even better. We would reduce the world's population by about 80% if not more. Even LESS carbon in the atmosphere from then on. We would completely solve the issue.
