With the ensorcell you are probably going to need a classically trained wizard that is at least 50 to get down to the 3%, no way of knowing exactly since so little info is released on enchanting and how ensorcell impacts it. If your goal is to raise it more, you might want to hold off ensorcelling it any more until the enchanting is done.
