Weird Silver Message

I was drunk from ale at Helga's and all of a sudden I get this:

Usage:
/SILVER {player} Displays in-pocket and bank

/SILVER CREATE {amount} Creates silver on the ground.

/SILVER EXCEED {amount} Display all online exceeding {amount}

Current towns codes:
0 = Wehnimer's Landing 7 = Icemule Trace
3 = Teras 9 = Zul Logoth
4 = Solhaven 13 = all Elven Nations
5 = Rivers Rest 19 = Frostacres
20 = Cysaegir

* names can be used in place of integers

Sounds like notes and explanations on system usage were being passed around and one was inadvertently broadcast. Perhaps there's big crack down going on ... or it could be a bug.
