How much armor use needed?

I can't believe I have to come here and ask, I used to know this stuff by heart back in the day. How much armor training skill does a Paladin need to wear half-plate and help effectively?

I would guess the important numbers would be the amount needed for maneuver penalty(120) and probably just as important would be the amount for minimum paladin circle spell hinderance(130). As you have 1603, MnS hinderance is really just a fun fact to come back to post cap. That and the absurd amount of ranks needed.
