Swiftkick and Footstomp Flares

Just to make sure, what part of armor gives flares to footstomp and swiftkick? Leg greaves? Boots? (I assume the former, because flaring boots didn't exist when the rogue guild came out.)

Flares on footstomps give me real joy. As soon as I found out that worked, I immediately bought the first pair of flaring greaves I could find.
