its 4 pounds, and always 4 pounds, no matter what size you change it to. You can pull on it to expand the size up tower, down to buckler, or any size in between.
On thing the size changing is good for, say, shield bash to be able to change it down to a medium size to avoid the penalty to hit on a creature you cannot afford to miss, even if you normally prefer tower size. The grapple flares help too.
