Twilight Hall Teras

Does anyone know where I can find the Twilight Hall lockers on Teras Isle? I heard they were moved from where the other house locker were to the Twilight tower on Logging road outside of town but can't see the building anywhere.

Northern end of the logging road. It's a tower. go walk, go port, go open, push stalag, go curtain for lockers
