E-bladed arrows only give +4 bonus?

I had a wizard e-blade some arrows for me, and I was expecting a +20 AS bonus as per https://gswiki.play.net/mediawiki/index.php/Elemental_Blade, but it's not working that way.

... and hit for 41 points of damage!

I'm only getting a +4 bonus from e-bladed arrows. Is the wiki wrong, or what's going on here?

Are you level 25? There's still a level restriction on the enchant of your bow+arrows (like how you have to be level 10 to hold vultite/+20 bonus).
