lore effects iron skin

I was wondering if I had, say, a runestaff that gave me a bonus of +5 to transformation ranks and I hold it white casting iron skin, would I still get the lore bonus when I stash the staff? In more brief and using less words for more clarity:

are lore bonuses calculated upon casting or when getting hit?
