Unfortunately that is not a piece of information I have in my notes. I don't have my own bard, so I just copy and paste whatever I'm told. However, based on the wiki https://gswiki.play.net/mediawiki/index.php/Enhancive_item_level_requirements I infer that a +10 Agility Stat on jewelry will require something like level 50-55.
