So at low levels what is better to hunt with. I am running a FTP swinging halfling empath.
I notice i crush most things with a clad but my AS is terribly low so it is either a kill or massive stun or a straight up miss.
any suggestions?

If you're having trouble with your AS, I would say a maul since you can have some enchants/eblade on it. Otherwise, claidhmore was my preferred weapon.

I think claid is better in the scenario you described, because if you are still "straight up missing" with the claid, it means you wouldn't be getting the kind of endrolls needed to make a maul more lethal than a claid.
To get a better AS with the claid, find some +THW ranks items, given that you are a low level empath. They will net you +2-4 AS per rank. With 5 ranks, that might be +20 to AS. Also, buy some strength spellups for +15 AS.
I have a +3 THW ranks fusion orb, I would think you could put that in some fusion armor, for instance.

This is pretty solid advice. If you're barely able to connect, that is when the claid shines. You'd have a bit more AS with the 4x maul, which might put you into the 130s endroll type range, which is just gonna be doing a bit of tickling. Look into some cheap fusion stuff if you can, or save up a mil or so and go for a 1x claid.
Also: spellups and scrolls.

Thank Gilchristr and peppwyn
That is what i was thinking the boost in AS wouldn't get the end rolls to do any real damage. I killing stuff at my lvl or right above.
I wasn't having real issue i just wanted to make sure i was being efficient. I am getting strength cast on me so i can hunt at my lvl.
I guess the next thing is look at some fusion double leathers. I am sure a THW rank orb isnt that expensive is it?

I would sell my +3 THW ranks orb for 500k.
You might be able to get it for cheaper, especially if you wanted for an auction selling a THW ranks fodder (you probably will face little if any bidding competition), then went to the fusion shaman etc.
EDIT- make sure to review this before buying fusion items:

Go with sonething that is 4x and has the best AvD for what you are fighting.
At your level I'd get a 4x twohanded sword.

At low level you might not be able to use a 3 rank THW item. Jewelry items and the like should be cheap though, since most people aren't interested in rank items, so they sell at a low price. Rather than going to the point of buying fusion armor and some orbs, I would just watch the merchant folder on this board for THW rank wearable items and buy those that list a level requirement that is low enough for you. This would probably be a cheaper route.
I guess some of this depends on what you mean by "low level". If we're talking 5-10 or less, find a cheap two-handed sword or maul, or even a bastard sword. You don't need the power of a claid to hunt giant rats. You're better off making contact more often due to higher AS and AvD.

As an empath your AS is going to suck for a bit, but it will quickly pick up. You get three AS boosting spells rather early, 1109, 211, and 215. Once you have those you should be set. I always liked starting off with a rapier or a naginata for weapons just because they have great AvDs against rats, like 45 and 50 I believe.

In your first 30 days, you should just prioritize your STR stat. You can re-allocate your stats 5x. This will easily get you into the teens where you pick up 211 and 215. Put STR at 90 or higher, regardless of race. You can get to 20 in about 20-25 days pretty easily, then change your stats back to something good.
Don't try to hunt stuff your level. There's no real point early on. Just under-hunt stuff until you get 215 and then you can start rocking like-level opponents self-spelled.

Fusion/enhancives are never the answer to a low level character.
